THE PARTY CENTRAL COMMITTEE HIGHLIGHTS PRINCIPLES FOR AMENDING THE LAND LAW

At the closing session of the Party Central Committee's Third Conference, General Secretary and State President Tô Lâm emphasized several key orientations for the upcoming amendment of the Land Law, with the objective of improving the legal framework, enhancing resource efficiency, and supporting sustainable socio-economic development.

According to the orientations adopted at the conference, the revision of the Land Law is expected to remain consistent with the principle that land is publicly owned, with the State acting as the representative owner and exercising unified management. The conference also reaffirmed that lawful land use rights established under previous legal frameworks would continue to be respected.

A notable direction discussed is the development of land policies that unlock development resources while ensuring balanced interests among the State, citizens, and businesses. Within this framework, the State would continue to play a central role in regulating the land market, including the determination and management of land prices in accordance with legal provisions.

The conference also emphasized that land-related policies should contribute to improving living conditions and livelihoods for people whose land is acquired for development projects. Future legal revisions are expected to strengthen mechanisms that support resettlement, social welfare, and sustainable community development.

Beyond land policy, the conference reviewed socio-economic performance during the first half of 2026 and outlined priorities for the remainder of the year. Among the objectives discussed were maintaining macroeconomic stability, controlling inflation, promoting economic growth, and enhancing public welfare.

In addition, participants agreed on several strategic orientations covering administrative reform, national development, marine economic strategy, and governance modernization. The conference highlighted the importance of improving policy implementation, strengthening accountability across all levels of government, and ensuring that reforms translate into measurable benefits for citizens and businesses.

Regarding the organization of government responsibilities, the conference reaffirmed the principle of clearly defining the roles of central, provincial, and local authorities. The central government is expected to focus on strategic policymaking and institutional development, while provincial and local governments will take greater responsibility for implementation, resource coordination, and public service delivery.

The conference also stressed that future policy execution should be accompanied by clear implementation plans, measurable outcomes, and regular supervision. Performance evaluation should increasingly be based on practical results and the satisfaction of citizens and businesses, reinforcing accountability throughout the public administration system.
