Under the directive of the Ho Chi Minh City People's Committee, the Department of Agriculture and Environment will formulate a plan to determine specific land valuations for projects scheduled for submission to the Land Valuation Appraisal Council in 2026.
During implementation, specialized agencies will prioritize reviewing and finalizing documentation for projects that already have draft land valuation certificates or have received feedback from the Land Valuation Appraisal Council, aiming to promptly complete appraisal and approval procedures in accordance with applicable regulations.
In parallel, the Department has been requested to promptly deliver full cadastral data to the tax authorities as soon as land pricing schemes are approved, facilitating the determination of statutory financial obligations for organizations and enterprises.
Ho Chi Minh City tax authorities have been tasked with proactively coordinating with relevant departments to issue land use fee and land rental payment notices without delay for projects that have finalized land valuation procedures.
Beyond issuing timely notices, tax authorities will also step up monitoring and enforcement regarding land users' fulfillment of financial obligations, ensuring state revenue is collected fully and strictly in compliance with regulations.
Alongside land valuation efforts, Ho Chi Minh City is also accelerating land bank utilization through land use right auctions.
The Land Fund Development Center is assigned to establish auction plans for land plots already scheduled within the 2026 agenda, while coordinating with related authorities to carry out the process in compliance with legal procedures.
According to competent authorities, property portfolios and land plots currently being prepared for auction include:
Resettlement apartments.
Several land plots in the Thu Thiem New Urban Area.
Several land plots in the Ba Ria - Vung Tau area.
Other land parcels included in the city's land auction schedule.
During the first six months of the year, Ho Chi Minh City's agriculture and environment sector implemented numerous land administration initiatives, including:
Finalizing the draft adjustment of the 2026 land price bracket.
Appraising and submitting numerous dossiers for specific land valuations for approval.
Coordinating the determination of financial obligations for property projects.
Issuing Certificates of Land Use Rights and Ownership of Assets Attached to Land for individuals and organizations.
Continuing to address projects with delayed land utilization and resolving administrative land procedures.
In addition, compensation, support, and resettlement efforts across multiple developments are being expedited to support investment schedules and infrastructure delivery.
According to reports from specialized agencies, land-derived revenues in the first six months of 2026 are expected to reach approximately VND 47 trillion. The city anticipates that expediting specific land valuations, finalizing financial obligations, and organizing land use right auctions will contribute significantly to achieving the state budget collection targets set for the year.
