The Ba Diem Social Housing Urban Area is part of Ho Chi Minh City’s efforts to expand social housing supply and meet growing housing demand. The city is currently accelerating the implementation of social housing projects, with 22 projects under construction and nearly 19,900 units in development, equivalent to 69.7% of its target of 28,500 units. Since the beginning of the year, construction has started on 10 projects, adding more than 11,300 social housing units to the city’s pipeline.

The 1:2,000-scale zoning plan for the Ba Diem Social Housing Area has been approved, covering nearly 192 hectares with an estimated population of 67,465 residents.

According to the approved 1:2,000-scale zoning plan, the Ba Diem Social Housing Urban Area has a total study area of more than 205 hectares, of which over 200 hectares are included in the planning area.

After approximately 8.6 hectares are allocated for the Ring Road 3 project, the remaining area for the development is around 191.6 hectares. The area is planned as a new urban district in northern Ho Chi Minh City, comprising housing and supporting education, healthcare, commercial, service, green space and technical infrastructure.

The planned population is approximately 67,465 people, with total investment estimated at more than VND 64.05 trillion. Residential land covers about 37.8 hectares, with a maximum construction density of 40%, buildings of up to 35 floors and a maximum floor area ratio of 10 times.

In addition to residential land, nearly 18 hectares are allocated for service facilities, more than 14 hectares for transportation, nearly 14 hectares for green spaces and 12.6 hectares for educational facilities, including kindergartens, primary schools and lower-secondary schools.

Another approximately 84 hectares lies outside the residential unit. Of this, more than 40 hectares is designated as water surface and 15.4 hectares as green space. The plan also allocates nearly 3.5 hectares for healthcare facilities, including a hospital, and 2.75 hectares for schools. The residential area is also planned with underground parking facilities and infrastructure for electric vehicle charging stations.

Regarding transportation, Ring Road 3 will run through the area with a planned right-of-way of 74.5 meters. Additional roads ranging from 19 to 30 meters wide will connect the urban area with the surrounding transportation network. These connections are expected to play an important role in improving accessibility once the project is completed.

The local authority is also preparing the 1:500 detailed planning and will seek public feedback in August. Subsequent steps will include selecting an investor and completing the necessary procedures for project implementation.

The Ba Diem Social Housing Urban Area is being planned as Ho Chi Minh City accelerates the development of new social housing supply. According to the Department of Construction, the city currently has 22 social housing projects under construction, providing nearly 19,900 units, equivalent to 69.7% of the target of 28,500 units. Since the beginning of the year, 10 projects with more than 11,300 units have commenced construction.

In addition to projects currently under construction, 89 projects comprising approximately 97,100 units have identified investors and completed the required procedures. The city is expected to commence an additional five projects around National Day on September 2, with a combined scale of approximately 10,000 units.
