HO CHI MINH CITY EXPANDS FILING LOCATIONS FOR FIVE LAND-RELATED PROCEDURES, REMOVING ADMINISTRATIVE BOUNDARY RESTRICTIONS
Ho Chi Minh City is implementing a mechanism that allows applications for five procedures related to registration of security interests in land use rights and assets attached to land to be submitted regardless of administrative boundaries. The new policy gives residents and businesses greater flexibility in choosing where to file their applications, instead of having to visit the branch responsible for the area where the property is located.

Five Land-Related Procedures Covered by the New Process
The Ho Chi Minh City People's Committee has approved internal and electronic procedures for handling several administrative procedures in the field of security-interest registration without being restricted by administrative boundaries.
The five procedures include:
- Registration of security interests involving land use rights and assets attached to land.
- Registration of changes to security interests involving land use rights and assets attached to land.
- Deregistration of security interests involving land use rights and assets attached to land.
- Registration of notices concerning the handling of secured assets, as well as changes to or deregistration of such notices.
- Transfer of registration of mortgages over property rights arising from housing sale contracts or contracts for the sale of other assets attached to land.
A key change is that applications are no longer required to be submitted specifically to the branch responsible for the location of the property.
Applications Can Be Filed at Multiple Locations Across the City
Under the new process, individuals and organizations can submit applications at the Ho Chi Minh City Land Registration Office or any of its branches within the city.
Once received, applications will be digitized and transferred electronically to the competent authority for processing. Results will then be provided in accordance with the approved procedures.
This means residents no longer have to determine which branch is responsible for the area where their property is located before carrying out the procedures covered by the new mechanism.
For example, a person living in Nha Be who owns property in another area can choose a more convenient application point instead of traveling to the branch responsible for the property's location.
Greater Convenience in Administrative Procedures
Removing restrictions on filing locations is expected to reduce travel time, particularly for people whose residence, workplace and property are located in different areas.
The digitization and electronic transfer of applications can also reduce the extent to which processing depends on the property's geographical location.
The Ho Chi Minh City People's Committee has also instructed relevant agencies to follow the approved internal and electronic procedures. Agencies are not permitted to introduce additional procedures or request documents beyond those prescribed by regulations.
Relevant authorities are also required to promptly update any changes to administrative procedures to ensure consistent implementation.
Accelerating Digital Transformation in Land Administration
The new process forms part of Ho Chi Minh City's broader efforts to reform administrative procedures and strengthen data connectivity in land management.
Instead of relying primarily on the administrative area where a property is located, the electronic system allows information to be digitized and transferred to the competent authority for processing. This is expected to make public administrative services more accessible and convenient.
Given the large volume of property-related applications handled in Ho Chi Minh City, expanding procedures that can be processed without administrative-boundary restrictions is expected to help reduce pressure at individual service points while improving overall processing efficiency.
Note: The new mechanism applies specifically to the five procedures related to registration of security interests. It does not mean that all land-related procedures in Ho Chi Minh City can be carried out at any branch. Residents and businesses should still verify the specific procedure and required documents before submitting an application.
