RESOLUTION 21: UNLOCKING LAND RESOURCES AS A STRATEGIC DRIVER FOR VIETNAM’S NEW GROWTH MODEL
The issuance of Resolution No. 21-NQ/TW on the orientation for amending the Land Law and related legislation marks an important milestone in Vietnam’s ongoing efforts to improve its land governance framework. Beyond addressing long-standing legal and administrative challenges, the Resolution lays the foundation for unlocking land resources to better support socio-economic development in the years ahead.

Land Continues to Be Recognized as a Strategic Resource
Land has long played a central role in Vietnam’s economic development, investment, and infrastructure expansion. However, the management and utilization of land have also faced persistent challenges, including lengthy administrative procedures, delayed projects, land valuation issues, and the underutilization of valuable land resources.
Resolution 21 sets out a policy direction for revising the Land Law to improve the efficiency of land use while balancing the interests of the State, citizens, and businesses. The overarching objective is to ensure that land resources are allocated and managed more effectively in support of sustainable national development.
Toward a More Transparent and Modern Land Governance System
One of the Resolution’s key priorities is the continued modernization of land administration through digital transformation and improved governance.
This includes accelerating the development of an integrated national land information system and comprehensive land database to enhance transparency, improve administrative efficiency, and facilitate easier access to land-related information for individuals and businesses.
At the same time, policies governing land-use planning, land allocation, land leasing, land recovery, compensation, resettlement, and land finance are expected to be reviewed and refined to better meet evolving development needs.
Improving Land Valuation Mechanisms
Resolution 21 also emphasizes the importance of improving land valuation policies by promoting data-driven, transparent, and scientifically based valuation methods.
A more robust valuation framework is expected to strengthen land management, reduce inconsistencies in pricing, and contribute to a more stable and transparent real estate market.
Strengthening Resettlement and Compensation Policies
Another notable aspect of the Resolution is its focus on enhancing policies related to land acquisition, compensation, support, and resettlement.
The policy direction aims to better protect the legitimate rights and interests of people whose land is acquired while facilitating the timely implementation of development projects in accordance with applicable laws.
Beyond financial compensation, future policy development is expected to place greater emphasis on resettlement conditions, living standards, and sustainable livelihoods for affected communities.
Promoting a Transparent and Sustainable Real Estate Market
The Resolution also outlines the goal of further developing Vietnam’s real estate market and land-use rights market in a transparent, stable, and sustainable manner.
Efforts to digitize land records, increase the disclosure of planning information, and improve transparency in land transactions are expected to strengthen market confidence and create a more competitive investment environment.
Creating Momentum for the Next Stage of Development
Resolution 21 serves as an important policy orientation for the continued revision of the 2024 Land Law and other related legislation, including laws on investment, housing, planning, bidding, taxation, and real estate business.
If these policy directions are effectively translated into legislation and implemented consistently, Vietnam’s land resources could play a more significant role in supporting infrastructure development, attracting investment, improving resource allocation, and fostering long-term economic growth.
Ultimately, the Resolution reflects the Government’s broader objective of enhancing the efficiency of land governance while ensuring that land continues to serve as a strategic resource for sustainable national development.
