PRIME MINISTER LE MINH HUNG: HO CHI MINH CITY NEEDS BREAKTHROUGH POLICIES FOR THE SPECIAL URBAN LAW

During a working session with the Standing Committee of the Ho Chi Minh City Party Committee on June 13, Prime Minister Le Minh Hung emphasized that this is the first time the Central Government has tasked the city with proactively proposing and designing its own policies. Therefore, HCMC must coordinate closely with ministries and sectors to build a solid legal framework that creates strong growth drivers.
An Opportunity to Shape a New Development Model
Delivering his concluding remarks, Prime Minister Le Minh Hung praised the comprehensive achievements and decisive leadership innovations of HCMC's Party Committee, government, and citizens over the past period. Facing the country’s double-digit growth target, the Prime Minister positioned HCMC as the core growth pole and requested the city to:

Review growth scenarios: Assign specific targets and tasks to each department, sector, district, and commune-level authority from now until the end of the year.

Draft the Special Urban Law: Urgently coordinate with the Ministry of Justice and relevant ministries to design breakthrough, synchronized, and feasible policy packages (especially in finance, land, and infrastructure) to submit to the National Assembly in the upcoming session.
Decisive Actions on Infrastructure and Mega-Projects
The Prime Minister issued strict directives tied to specific timelines and accountability for leadership:

Public investment capital: The Government is ready to prioritize resources in the 2026–2030 mid-term public investment plan for HCMC, provided the city commits to 100% disbursement while ensuring project progress and quality.

The 10,000-billion-VND anti-flooding project: HCMC must completely resolve all remaining obstacles and definitively put the project into operation within this year.

Key transport infrastructure: Accelerate the progress of Ring Road 3, An Phu intersection, My Thuy intersection, and National Highway 50. Concurrently, prepare to break ground on mega-projects including Metro Line 2 (Ben Thanh - Thu Thiem), the Can Gio sea-crossing bridge, Cai Mep Ha port, the Thu Thiem - Long Tram railway, and Thu Thiem 4 bridge.

International Financial Center: Tasked the Ministry of Finance and the State Bank of Vietnam with researching and designing specific financial products (bonds, sandbox mechanisms) to attract long-term foreign investment.

Housing strategy: Complete the master plan while prioritizing the development of rental housing, boldly piloting mechanisms to mobilize private sector capital.
Strict warning on personnel management: The Prime Minister demanded the immediate reassignment or replacement of officials who fail to complete their tasks for consecutive quarters, without waiting until the end of the year or the end of the term. Additionally, HCMC must review and propose optimal utilization plans for public land and housing assets within June.
HCMC Ready to Assume Great Responsibility
On behalf of the city's leadership, the Secretary of the HCMC Party Committee, Tran Luu Quang, expressed deep gratitude for the Government's decisive support in untangling long-standing bottlenecks. He affirmed that HCMC clearly recognizes its responsibility of "For the whole country, together with the whole country" and pledged the highest efforts to achieve the set goals.
Currently, the implementation of Resolution 57-NQ/TW of the Politburo has yielded highly positive initial signals for the city:

Ranked 2nd nationwide in the Provincial Innovation Index (PII).

Home to the largest startup ecosystem in the country (valued at 7 - 7.5 billion USD).

Hosts nearly 30,000 active ICT enterprises (accounting for 40% of the country's total).
Prime Minister Le Minh Hung expects HCMC to continue its pioneering role, fostering linkages between universities, research institutes, and enterprises. The city should focus on high-tech strategic industries such as Artificial Intelligence (AI), semiconductors, logistics, and green economy to forge new growth engines for the 2026–2030 period.
