In addition to developing the national technical regulation, the Ministry of Construction has been tasked with providing guidance to local authorities on applying a standardized set of core technical specifications and sector-specific standards for urban railway projects.
The adoption of unified technical standards is expected to help local governments and project developers select appropriate technical solutions while improving consistency across metro lines. This will facilitate investment, system operation, maintenance, and future network integration.
Following the Government's directive, the Ministry of Construction will work closely with the Ministry of Science and Technology and local authorities to review, finalize, and officially issue the National Technical Regulation for urban railways as soon as possible.
The regulation is expected to serve as a common technical framework for the planning, design, construction, operation, and management of metro projects nationwide.
Alongside establishing the technical framework, the Ministry of Construction has also been assigned to study technical standards and regulatory models from countries with well-developed urban railway systems. The objective is to identify best practices that can be adapted to Vietnam's conditions.
At the same time, cooperation with universities and training institutions will be strengthened to develop a highly skilled workforce specializing in railway engineering and standardization, helping meet the industry's growing demand in the coming years.
For provinces and cities that are implementing or preparing urban railway projects, the selection and application of technical standards will be carried out in accordance with guidance issued by the Ministry of Construction.
Local governments are also encouraged to review their urban development plans and railway network planning to improve connectivity between metro lines and other forms of public transportation, thereby enhancing the overall efficiency of urban transport infrastructure.
The establishment and implementation of a unified technical regulatory framework is expected to reduce inconsistencies among metro projects, improve system compatibility, and provide a solid foundation for the future expansion of Vietnam's urban railway network.
It also represents an important milestone in the country's efforts to develop a modern, integrated, and sustainable public transportation system across its major cities.
