According to a draft currently under review, the specialized agency has proposed adjusting the maximum income threshold for certain applicant groups eligible to purchase social housing.
Under the proposed plan, the total income of a married couple could be raised to up to VND 60 million per month, while the threshold for single individuals would also be adjusted accordingly based on their specific group. This content is currently open for public consultation and has not yet become official regulation.
The proposed adjustment was introduced in the context of recent changes to central government regulations regarding access to social housing.
According to the drafting agency, the review and adjustment aim to ensure consistency between local regulations and existing legal documents, while better reflecting the current income levels and living costs in Ho Chi Minh City.
In addition to adjusting the income threshold, the draft also mentions applying appropriate limits for various buyer groups, including:
Single individuals.
Single parents.
Married couples.
Households with multiple dependents.
For large families, the draft is also exploring a priority mechanism when selecting apartments with areas suitable for their living requirements.
One of the objectives of this amendment is to clarify the application of income conditions during the application review process.
According to the specialized agency's assessment, certain existing regulations can lead to varying interpretations when determining the income level of social housing buyers, which subsequently affects the application receipt and review process.
The refinement of these regulations is expected to contribute to a uniform application across implementing agencies, while also shortening the procedural processing time.
Along with expanding access to social housing, the draft also aims to ensure that the policy is applied to the right beneficiaries.
Determining the income conditions is considered a crucial criterion to balance expanding housing access opportunities with prioritizing those with genuine housing demand, particularly households with limited financial resources.
Currently, the proposed adjustments to the income conditions for purchasing social housing in Ho Chi Minh City remain a draft proposal. They will continue to be studied and refined before being submitted to the competent authorities for a final decision.
If approved, the new regulations are expected to contribute to the completion of the social housing policy, align more closely with the socio-economic conditions of Ho Chi Minh City, and facilitate practical implementation.
Note: The above content reflects proposals in the revised draft and does not constitute effective regulations. Citizens should monitor official documents from competent authorities for updates on applicable conditions once a decision is promulgated.
