The Ba Diem Commune People's Committee has approved the 1/2,000 scale zoning plan for the Ba Diem Social Housing Development, covering an area of approximately 191.6 hectares with a projected population of over 67,000 residents.

According to the master plan, the total study area covers approximately 205 hectares, with the planned area spanning over 200 hectares. After allocating approximately 8.6 hectares for the Ring Road 3 project, the actual developable area stands at roughly 191.6 hectares.
The area is designated to be developed into a centralized social housing township in the northern part of Ho Chi Minh City, integrating residential zones with public facilities that serve daily life, including educational, healthcare, commercial, and service amenities, alongside green spaces and technical infrastructure.
Projected Population of Over 67,000
According to the planning, the township has a projected population of around 67,465 residents, with an estimated total investment of over VND 64,050 billion.
The land allocated for residential development spans approximately 37.8 hectares. This zone is planned with a maximum building density of 40%, a maximum building height of 35 stories, and a maximum floor area ratio (FAR) of 10.
Alongside the residential zone, the master plan also allocates land banks for service facilities, transport infrastructure, green spaces, and educational institutions. Specifically, approximately 18 hectares are designated for service facilities, over 14 hectares for transport infrastructure, nearly 14 hectares for green spaces, and around 12.6 hectares to accommodate kindergartens, as well as primary and secondary schools.
The remaining 84 hectares fall outside the residential units, comprising water bodies and green spaces. The master plan also allocates around 3.5 hectares of healthcare land for hospital development and 2.75 hectares for additional school facilities.
The township's infrastructure system is expected to integrate underground parking spaces and facilities catering to electric vehicle charging needs.
Connectivity with Ring Road 3
Regarding transport connectivity, the section of Ring Road 3 traversing the planned area has a right-of-way of approximately 74.5 meters. In addition, the internal road network and external connecting routes range from 19 to 30 meters in width.
Proximity and connectivity to Ring Road 3 are considered crucial factors for the township's integration with other parts of Ho Chi Minh City once the project is implemented.
Following the approval of the 1/2,000 scale zoning plan, local authorities are proceeding with the 1/500 scale detailed master plan and organizing public consultations in August.
Subsequent steps are expected to include the selection of project developers and the completion of necessary administrative procedures prior to project deployment.
Bolstering Social Housing Supply
The Ba Diem Social Housing Development is planned amid Ho Chi Minh City's ongoing efforts to boost the social housing supply, aiming to meet the housing demand of eligible policy beneficiaries.
According to data from the Department of Construction, the city currently has 22 social housing projects under construction, comprising nearly 19,900 units, which equates to approximately 69.7% of its 28,500-unit target.
Since the beginning of the year, construction has commenced on 10 projects, bringing a total of over 11,300 units to the market. Furthermore, around 89 projects with a total scale of approximately 97,100 units have secured developers and finalized the associated procedures.
Ho Chi Minh City also plans to break ground on five additional social housing projects in celebration of National Day on September 2, adding approximately 10,000 units.
The implementation of the Ba Diem Social Housing Development, alongside other projects, is expected to expand the social housing fund while establishing townships with comprehensive technical infrastructure and on-site amenities to serve residents.
