EXPANDING HOUSING SUPPLY FOR FOREIGN BUYERS: HO CHI MINH CITY ADDS 8 NEW ELIGIBLE PROJECTS

The ongoing expansion of urban development space is creating new opportunities for Ho Chi Minh City's real estate market. The addition of eight housing projects eligible for foreign ownership is expected to enhance the market’s investment appeal, meet the residential needs of international professionals, and further improve market transparency.
The Ho Chi Minh City People's Committee has updated its list of commercial housing projects eligible for ownership by foreign organizations and individuals, adding eight new projects and bringing the total number of qualified developments across the city to more than 140.
This marks the city's eighth announcement of housing projects open to foreign buyers, provided they are not located in areas related to national defense and security.
The newly approved projects are primarily located in eastern Ho Chi Minh City and the former Binh Duong area—regions experiencing rapid growth in industrial development, infrastructure investment, and housing demand from foreign experts and professionals.
In the former Binh Duong area, the newly added projects include The Charms Binh Duong in Thu Dau Mot, Dat Thanh Commercial Housing Area in Bau Bang, A&T Riverside Apartment Project in Thuan An, Phu Hung Apartment Complex in Dinh Hoa, and Star View Mixed-Use Residential and Commercial Development in Vinh Phu.
Meanwhile, three additional projects in the former Ho Chi Minh City area have also been included in the list, namely a residential development in Thanh My Loi (now part of Cat Lai Ward), Phase 1 Residential Area in Long Truong, and the New Tech Project in Phu Thuan.
The expansion of the eligible project list comes as Ho Chi Minh City continues to broaden its urban development space following its administrative integration with Binh Duong and Ba Ria – Vung Tau. The emergence of satellite urban areas, combined with increasingly modern transport infrastructure, is expected to strengthen the city's appeal to foreign experts, executives, and highly skilled workers.
Under current regulations, foreigners are permitted to own commercial housing in Vietnam, subject to ownership limits. Foreign ownership may not exceed 30% of the units in a condominium building or 250 individual houses within a ward-level administrative area.
The publication of eligible housing projects is expected to enhance market transparency while supporting the attraction of international talent, in line with Ho Chi Minh City's vision of becoming a regional financial, commercial, and high-tech industrial hub.
