1.400 HECTARES FOR SOCIAL HOUSING: HO CHI MINH CITY’S STRATEGIC STEP

In the context of Ho Chi Minh City’s growing demand for social housing, the allocation of 1,400 hectares of land for development by 2030 is seen as a strategic move.
General Information
According to Ho Chi Minh City People’s Committee Chairman Nguyen Van Duoc, the city plans to allocate 1,400 hectares of land to build around 100,000 social housing units from now until 2030. Of this, over 660 hectares belong to 116 projects already underway, while the remaining 739 hectares will be added to the revised master plan. Specifically for this year, the city aims to break ground on 16 projects with more than 14,300 apartments and issue construction permits for another 22 projects totaling nearly 32,800 units. To accelerate progress, Ho Chi Minh City is also pushing administrative reforms, particularly in construction permits, project approvals, land allocation and leasing, as well as site clearance.
Project Significance
Easing housing shortages
As a fast-urbanizing city with a large population and a high number of migrant workers, demand for affordable housing in Ho Chi Minh City is enormous. Allocating such a large land reserve for social housing development will help reduce the pressure on the expensive commercial housing market.
Transparent legal framework and clear planning
The pre-identification of land reserves (660 ha of ongoing projects + 739 ha added to the master plan) ensures transparency and stability for both developers and residents. Adjustments to the master plan will also prevent fragmented, overlapping projects that often slow down progress.
Policy momentum from the government
The government is introducing special mechanisms, establishing a National Housing Fund, and providing policy support to ensure social housing is not “left behind.” Streamlined administrative reforms signal strong determination.

- Allocate land strategically, prioritizing areas with existing or easily connected infrastructure to reduce costs and timelines.
- Create financial support mechanisms for buyers and renters, such as preferential loans, interest subsidies, or local budget support.
- Design social housing to optimize space, materials, and energy use while ensuring a healthy living environment.
- Strengthen dialogue with commercial housing developers to enforce social housing land-use quotas in their projects, or provide alternative solutions such as monetary contributions or off-site social housing provision.
Future Outlook
With a 1,400-hectare land reserve, Ho Chi Minh City has the potential to meet (or even exceed) the target of 100,000 social housing units by 2030-directly improving the lives of low-income households and contributing to social stability.
Beyond housing, this initiative will also:

For success, leadership commitment must be matched with coordinated efforts among planning, construction, finance, and land management authorities, as well as public-private developers. Most importantly, social housing should respond to real needs providing not just shelter, but a stable foundation for better lives.
