REDEVELOPING INNER-CITY INDUSTRIAL LAND: A CATALYST FOR URBAN TRANSFORMATION
As land resources in city centers become increasingly scarce, many cities around the world are turning to the redevelopment of former industrial zones to create modern urban districts, expand public spaces, and improve residents’ quality of life. This approach is widely regarded as an effective strategy for optimizing land use while generating new drivers of economic growth.

A Global Trend in Urban Regeneration
Across the world, numerous cities have successfully transformed outdated industrial areas, ports, and manufacturing facilities into vibrant urban destinations.
In London, the Docklands area in the eastern part of the city was once one of the United Kingdom’s most important port and industrial hubs. As changes in the shipping industry during the 1960s led port operations to move away from the urban core, hundreds of hectares of land became underutilized. In response, the British government launched a large-scale regeneration program, investing heavily in transportation infrastructure and converting former docklands into a mixed-use urban district. Over time, the area evolved into Canary Wharf—one of Europe’s leading financial centers—while also providing tens of thousands of residential units, office spaces, and urban amenities.
A similar transformation has taken place across Asia. In Seoul, South Korea, the former Guro Industrial Complex, once a symbol of the country’s manufacturing sector, has been redeveloped into Guro Digital Complex, a high-tech innovation hub that now accommodates thousands of businesses and a substantial workforce.
Meanwhile, Singapore has successfully repurposed former industrial and infrastructure sites into integrated urban developments. One notable example is Paya Lebar Quarter, which combines office, retail, residential, and public spaces within a single development. The project has become a key component of Singapore’s strategy to create new growth centers beyond its traditional downtown area.
These examples highlight a growing global trend: transforming single-purpose industrial land into multifunctional urban districts that support living, working, commerce, and recreation. According to the United Nations Human Settlements Programme (UN-Habitat), urban regeneration is not merely about changing land use; it is also about revitalizing underutilized areas and creating new opportunities for local communities.
Hanoi’s Efforts to Restructure Inner-City Land Use
In Vietnam, Hanoi has been implementing policies to relocate industrial facilities away from the urban core. The initiative aims to reduce pressure on infrastructure, improve environmental quality, and reshape urban space more efficiently. As a result, many former industrial sites are being replanned for residential, commercial, educational, and public-service developments.
The Nguyen Trai – Nga Tu So corridor is one of the most visible examples of this transformation. Once home to numerous factories within an old industrial cluster, the area has gradually been redeveloped into modern residential neighborhoods supported by social infrastructure and public amenities.
This transition not only helps increase housing supply in central locations but also creates opportunities to introduce much-needed community facilities, public spaces, schools, and green areas. Instead of serving a limited number of industrial enterprises, these redeveloped sites can now accommodate a broader range of urban functions that benefit local residents.
Moving Toward Greener and Better-Connected Cities
Urban planners increasingly emphasize that the value of redevelopment extends beyond the construction of new buildings. Equally important is the ability to enhance the overall living environment. Many regeneration projects prioritize green spaces, public squares, pedestrian walkways, and community amenities—features that are often in short supply in dense urban centers.
Following this approach, numerous projects developed on former industrial land allocate significant portions of their sites to landscaping, open spaces, and resident-focused facilities while maintaining reasonable building density. This strategy helps balance urban growth with quality of life improvements.
Under Hanoi’s long-term planning vision, the city is shifting from an expansion-oriented model toward a more connected urban structure. Redeveloping former industrial land plays a critical role in this process by supporting the creation of modern urban districts, increasing green space, enhancing social infrastructure, and strengthening links to public transportation systems such as metro networks and Transit-Oriented Development (TOD) models.
As cities continue to evolve, the regeneration of inner-city industrial land is expected to play a vital role in reshaping urban landscapes and laying the foundation for more sustainable and livable communities in the future.
