HO CHI MINH CITY REQUIRES SITE HANDOVER FOR TWO KEY PROJECTS SPANNING OVER 600 HECTARES BEFORE NOVEMBER
Ho Chi Minh City has required the completion of site clearance work for the two key projects, Binh Quoi – Thanh Da and Rach Chiec, before November 2026, paving the way for the long-delayed developments spanning more than 600 hectares to move forward after years of setbacks.
The Ho Chi Minh City People's Committee has issued a plan to accelerate the implementation of two key projects: the Binh Quoi – Thanh Da New Urban Area and the Rach Chiec National Sports Complex, with a combined area exceeding 600 hectares.
Under the plan, the Binh Quoi – Thanh Da New Urban Area is required to substantially complete compensation, support, resettlement, and site clearance activities before October 31. During the same period, the Rach Chiec National Sports Complex must also complete land acquisition and hand over cleared land to investors for the next stages of development.
The city has emphasized that the implementation process must be transparent, compliant with legal regulations, and protective of the legitimate rights and interests of affected residents. Relevant agencies are required to proactively address issues within their authority and minimize prolonged complaints and disputes that could delay project progress.
In addition, Ho Chi Minh City will study and apply special mechanisms and policies, where permitted, to remove bottlenecks and accelerate the implementation of large-scale projects.
The acceleration of land clearance activities is expected to create significant momentum for both projects, which have faced years of delays.
The Binh Quoi – Thanh Da New Urban Area spans more than 423 hectares on the Thanh Da Peninsula. Originally planned in the early 1990s as a modern riverside urban development, the project has yet to be implemented comprehensively, affecting the lives of thousands of residents within the planning area. Earlier this year, a consortium led by Sun Group was approved by the city as the project's investor, with a total investment of nearly VND 99 trillion.
According to local authorities, the project involves the acquisition of approximately 403 hectares of land, affecting 4,866 land plots across nine residential quarters in Binh Quoi Ward.
Meanwhile, the Rach Chiec National Sports Complex covers approximately 186 hectares and is planned to become a national and international sports hub for southern Vietnam. Although first planned in 1994, the project has remained delayed for more than three decades due to funding constraints and investment mechanism challenges.
The project affects 897 households eligible for compensation and relocation. To date, authorities have issued land acquisition notices to 408 affected cases.
