GUIDANCE CLARIFIES HOW PRIORITY HOUSING ALLOCATION IS DETERMINED FOR SOCIAL HOUSING BUYERS
The housing authority has recently provided additional guidance on how the proportion of social housing units reserved for priority groups should be determined, helping to clarify the application of existing regulations during the home allocation process.

How Is the Priority Housing Quota Calculated?
According to the guidance, the number of apartments allocated to priority applicants is not calculated separately for each priority group. Instead, it is based on the total number of eligible applications submitted by all priority groups combined.
The calculation is determined by dividing the total number of eligible priority applications by the total number of eligible applications for the project, then multiplying the result by the total number of social housing units available for sale. The outcome represents the number of apartments reserved for priority allocation.
Who Belongs to the Priority Groups?
Under current regulations, when applicants meet the same eligibility requirements, priority consideration is given in the following order:
- People with meritorious services to the nation and relatives of martyrs.
- Persons with disabilities.
- Individuals eligible for resettlement through the purchase or lease-purchase of social housing.
- Female applicants who meet the prescribed eligibility conditions.
For the female priority category, the policy applies to single women or women who are recognized as heads of household under the national residential database.
Does Priority Status Guarantee the Right to Purchase?
Being classified as a priority applicant does not automatically guarantee the opportunity to purchase a social housing unit.
After determining the number of apartments reserved for priority allocation, eligible applicants are considered according to the prescribed order of priority. If the number of applications within a particular priority group exceeds the number of available units, a lottery will be conducted among applicants in that group.
Applicants who are not selected through the priority allocation process may continue to participate in the general selection process together with other eligible applicants, in accordance with applicable regulations.
Promoting Transparency in Social Housing Allocation
The clarification is expected to help housing authorities, project developers, and prospective buyers apply the regulations more consistently throughout the application and selection process.
By combining priority consideration with a lottery mechanism when necessary, the allocation process aims to ensure fairness, transparency, and equal treatment while maintaining the priority principles established under current housing regulations.
