259 LAND PLOTS WERE REMOVED BY HO CHI MINH CITY FROM THE PILOT LIST FOR COMMERCIAL HOUSING DEVELOPMENT
Ho Chi Minh City has removed 259 land plots covering more than 3,400 hectares from the pilot list for commercial housing projects due to unmet requirements related to planning, land legality, and urban development orientation. Several large-scale projects in Cu Chi, Nha Be, and Binh Chanh are among those excluded from the list.
Ho Chi Minh City has removed 259 land plots covering more than 3,400 hectares from the list of pilot commercial housing projects due to failure to meet required conditions.
According to the list released by the Ho Chi Minh City Department of Agriculture and Environment, most of the excluded land plots were deemed ineligible for the pilot program under Resolution 171 because they were inconsistent with planning regulations, had incomplete land-related legal documents, or lacked sufficient basis for appraisal. Many cases were also entangled in issues related to land origin, land-use conversion procedures, financial obligations, or incompatibility with local housing development orientations.
Among the removed projects are several large-scale developments spanning dozens of hectares. For example, the Saigon River eco-urban and tourism project in Cu Chi District developed by Cat Tuong Real Estate JSC, covering nearly 97 hectares, failed to qualify due to insufficient grounds for assessing planning compatibility. Meanwhile, a residential project in Le Minh Xuan Commune by Gia Phu Urban Development Investment JSC, spanning nearly 80 hectares on land originating from Lang Le Farm, has not yet been considered because of unresolved legal and planning issues.
In Phu Dinh Ward, a 44-hectare residential area project developed by Phu Dinh Port JSC was removed for not complying with planning requirements. In the Nha Be area, several major projects such as Truong Vi Residential Area in Hiep Phuoc (more than 43 hectares), Cay Kho Port Residential Area (over 36 hectares), and Green Pearl Phuoc Kien (more than 30 hectares) also failed to satisfy the pilot program criteria.
The review list also shows that several enterprises registered multiple land plots simultaneously, yet none met the requirements. Phu Nhuan Housing Construction and Trading Company had three projects in former District 12 removed due to insufficient information for evaluation. Saigon 9 Company also had three land plots within the Saigon - Cu Chi residential area in Phu Hoa Dong Commune rejected for being inconsistent with planning regulations.
Other companies such as Binh Phu and Tuan Long saw projects removed because transportation infrastructure connections did not meet requirements or were inconsistent with housing development orientations. Meanwhile, Chuong Duong Beverage Company had two land plots earmarked for factory relocation in Cau Ong Lanh and Phu Lam wards deemed ineligible due to legal and land lease issues.
In addition, projects linked to companies such as Phuc Khang, Truong Hai, Hoa Sen, Hoa Lam, and Thu Thiem Real Estate, along with several projects in the former Ba Ria - Vung Tau area, were also found ineligible due to planning conflicts or incomplete land documentation.
Under National Assembly Resolution 171, developers are allowed to implement commercial housing projects through agreements to acquire land-use rights or on land plots they already legally control, while also expanding the scope for land transfer and land-use conversion across various land categories. The mechanism is expected to help remove legal bottlenecks and increase housing supply for the real estate market. However, projects participating in the pilot program must simultaneously satisfy requirements related to planning, land legality, and urban development orientation.
So far, Ho Chi Minh City has approved 182 land plots for pilot projects, covering a total area of nearly 14.2 million square meters. The city said it will continue reviewing and adding eligible land plots to the pilot list, creating further legal grounds for developers to implement commercial housing projects and helping increase housing supply for the market.
