Deputy Prime Minister Ho Quoc Dung has called on relevant agencies to review and address businesses’ difficulties concerning land prices, land rental payments, planning and other land-related issues, while considering appropriate updates to the ongoing process of amending land regulations. On August 12, Deputy Prime Minister Ho Quoc Dung chaired a meeting on addressing proposals and difficulties raised by businesses in the fields of land, environment, mineral extraction and construction material supplies. At the meeting, the Deputy Prime Minister emphasized that identified shortcomings and well-founded proposals should be reviewed and resolved specifically. For issues that remain unclear, authorities should provide consistent guidance to create more favorable conditions for production and business activities.

Reviewing Land-Related Issues

Regarding land management, the Deputy Prime Minister requested a review of issues related to land price units, land price tables, land price adjustment coefficients, land rental payments, tax obligations and planning.

In the environmental sector, authorities were asked to continue addressing issues concerning public consultation, dredging and maintenance procedures for maritime channels, deposits for imported scrap materials, the development of a circular economy, as well as production and recycling activities.

According to the Deputy Prime Minister, several laws governing agriculture and the environment, including the Land Law, are expected to undergo further review and amendment. Therefore, the Ministry of Agriculture and Environment should consolidate practical issues raised by businesses for consideration during the revision of the law and relevant implementing regulations.

The Deputy Prime Minister stressed that addressing business proposals should focus on practical solutions rather than merely providing responses. The Ministry of Agriculture and Environment was asked to continue following up on issues within its authority and coordinate with relevant agencies on matters involving multiple sectors.

The Government leader also noted that businesses play an important role in contributing to state revenues and economic growth. Removing obstacles to investment, production and business activities would help unlock resources and support economic development objectives.

Several Issues Require Interagency Coordination

At the meeting, Deputy Minister of Agriculture and Environment Vo Van Hung said the ministry had reviewed 18 groups of issues and proposals, while identifying potential solutions and the agencies responsible for handling each matter.

However, several issues involving multiple sectors still require coordination among different agencies, including land-related financial matters, interest-rate support policies, deposits for imported scrap materials and standards for ash and slag.

According to the Vietnam Chamber of Commerce and Industry (VCCI), one issue of concern among businesses is the disparity in land valuation, as well as cases where businesses have fulfilled their financial obligations but have not yet received the relevant land handover. In addition, some regulations still lack clear quantitative criteria, while planning and waste management policies need to be further improved toward greater resource reuse and circularity.

From the business perspective, Nguyen Hoai Nam, Secretary General of the Vietnam Association of Seafood Exporters and Producers, proposed considering longer land-use terms for large-scale agricultural and aquaculture projects. According to him, some aquaculture areas currently have land-use terms of around 20 years, while businesses are required to make substantial investments in infrastructure and production facilities.

Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, proposed establishing an integrated mechanism with a single focal point for investment, construction and land-related procedures, thereby reducing the number of agencies businesses need to work with during project implementation.

He also suggested considering a mechanism to recognize and reuse environmental impact assessment documents that were completed before administrative responsibilities were decentralized to local authorities, helping businesses avoid repeating procedures that have already been completed.

Request for Specific Solutions in August

In response to the proposals, Deputy Prime Minister Ho Quoc Dung requested relevant agencies to classify the issues, determine responsibilities and develop solutions for each matter within August.

Agencies were asked to proactively coordinate with one another, avoid shifting responsibilities between departments and clearly identify the focal agency responsible for each group of issues.

The Government leader also stressed that administrative procedures or business conditions that have already been removed should not reappear in another form, such as unnecessary standards, technical regulations or additional requirements. The aim is to ensure that administrative reform is implemented substantively, avoiding situations where a requirement is removed at one stage but effectively recreated at another.
